Valley-fold along two red dash-lines shown in the step #25. This will be the exactly same as repeating the steps #20-24.

 

Unfold two valley-folds and you can clearly see two creases from these two foldings.

 

Althogether we have four creases.

Where bashful flowers blow,
And blushing birds go down to drink,
And shadows tremble so --

And nobody knows, so still it flows,
That any brook is there,
